The volume of assets returned to the state through the work of the Asset Recovery Committee of the Prosecutor General's Office has exceeded 1.3 trillion tenge over two years. It is reported that more than one trillion tenge have already been received into the budget, including 928.6 billion tenge in cash and 107.7 billion tenge in property.
According to MIА "Kazinform", the department noted that the subjects of the Law "On the Return of Illegally Acquired Assets to the State" are implementing investment and social projects with a total value of 5.2 trillion tenge.
It is noted that the returned funds have financed the construction of 434 facilities across the country, primarily in remote settlements. These include educational, healthcare, sports, as well as utility and other infrastructure facilities.
In particular, construction and reconstruction has begun on 227 water supply system facilities, 183 medical institutions, 11 educational facilities, 5 sports facilities, and 8 infrastructure facilities.
It is reported that construction of 151 facilities has been completed in a short timeframe, including 99 healthcare facilities, 48 water supply facilities, two educational facilities, and two sports facilities.
Separately, the Prosecutor General's Office noted that work is currently underway to change the name of the Asset Recovery Committee to the Investor Rights Protection Committee. The corresponding proposal was announced by President Kassym-Jomart Tokayev in autumn of this year during his Address to the People of Kazakhstan.
The Prosecutor General's Office clarified that documents are currently being prepared to change the committee's name, as well as to approve its regulations and functional powers. It is expected that the new format of work will focus on protecting the rights of entrepreneurs and investors.
As reported by the Ministry of Finance, as of 19 December, the volume of the Special State Fund amounted to 2.8 billion tenge. Total revenues reached 498.9 billion tenge, and expenditures — 496.1 billion tenge.
It was also announced that the Senate of the Republic of Kazakhstan recently approved in two readings the Law "On Amendments and Additions to Certain Legislative Acts on Issues of Execution of Constitutional Court Decisions and Return of Illegally Acquired Assets to the State". The amendments aim to strengthen the protection of citizens' rights and legitimate interests. In particular:
- an obligation has been introduced to publish information on the results of asset recovery and their use;
- agreements providing for investment of funds in the economy and social sphere have been detailed;
- a provision has been established that assets returned voluntarily or transferred to the state under agreements are not considered illegally acquired.
