The Prosecutor's Office of the Kyzylorda Region has uncovered the theft of budget funds during the supply of construction materials for a strategic facility — the Kokaral Dam.
According to the department's press service, prosecutors established that there was an absence of actual delivery of 13,000 tonnes of rubble stone, for which payment had previously been made.
An inspection of the branch of RSE «Kazvodkhoz» showed that the contractor received funds for the entire volume of 60,000 tonnes, but part of the natural material was never delivered.
As a result of the illegal actions, the state suffered damages amounting to over 188 million tenge.
The regional prosecutor's office initiated a pre-trial investigation on grounds of a criminal offence under paragraph 2, part 4, article 189 of the Criminal Code of the Republic of Kazakhstan ("Misappropriation of another's property, committed by an official using their official position on an especially large scale").
The court authorised a measure of restraint in the form of detention for five officials of the branch of RSE «Kazvodkhoz», as well as the general contractor.
To date, the case proceedings have been completed, and the materials have been sent to court for review.
Recall that in May, the editorial board of FBRK published a report on financial violations in the Akmola branch of RSE «Kazvodkhoz». At that time, it concerned questionable spending of funds, the theft of a diesel power station and a trawl, as well as an unfinished dormitory for shift workers in the village of Akylbay.
Following the publication, the editorial board again began receiving appeals — this time regarding the disappearance of expensive pumps and the fact that the dormitory building still had not been handed over. The Ministry of Water Resources and Irrigation commented on the information, explaining that the pumping units had not disappeared at all, but had been replaced as part of modernisation.
