The KREM Department has identified violations by "Zhambyl Su" and reduced the tariff for wastewater disposal.

In the Zhambyl region, the wastewater disposal tariff has been reduced for consumers of the state communal enterprise (SCE) «Zhambyl su». The decision was made following an inspection of the implementation of the enterprise's investment programme for 2023–2024 and the identification of violations of the requirements of the legislation on natural monopolies.

WHY THE TARIFF WAS REVISED

The Department of the Committee for the Regulation of Natural Monopolies (CRNM) for the Zhambyl region conducted an analysis of the implementation of the approved investment programme of the SCE «Zhambyl su» for the wastewater disposal service for 2023–2024.

Based on the results of the inspection, non-compliance with the requirements of subparagraph 16) of paragraph 2 of Article 26 of the Law of the Republic of Kazakhstan «On Natural Monopolies», concerning the implementation of the investment programme, was established.

HOW THE TARIFF WILL CHANGE

By order of the department, a temporary compensatory tariff has been approved, providing for compensation in the amount of 217.9 million tenge (217,908.21 thousand tenge).

The average selling tariff for the wastewater disposal service has been reduced:

  • from 1 April 2026 to 1 September 2026 — from 40.49 tenge to 28.01 tenge (by 30.8%);
  • from 1 September 2026 to 1 April 2027 — from 48.68 tenge to 36.20 tenge (by 25.6%).

The validity period of the temporary compensatory tariff is set at one year.

FINE FOR THE ENTERPRISE

An administrative offence case has been initiated against SCE «Zhambyl su» under part 4 of article 164 of the Administrative Code of the Republic of Kazakhstan («Violation of the legislation of the Republic of Kazakhstan on natural monopolies»).

An administrative fine in the amount of 6,920,000 tenge has been imposed on the enterprise, which has been collected for the benefit of the state.

Due to the voluntary payment of 50% of the fine amount within seven days, the case was dealt with in a summary procedure. The paid amount has been transferred to the state budget.
