Councils fined 3.7 million tenge for illegal water use in Aktobe

Cases of illegal use of groundwater by municipal enterprises have been identified in the Aktobe region. Employees of the Aktobe branch of the Zhaiyk-Caspian Basin Inspectorate inspected five state-owned municipal enterprises regarding the protection and use of the water fund.

According to the press service of the Ministry of Water Resources and Irrigation, violations were recorded in two districts of the region and several residential areas of the city of Aktobe. Administrative fines totalling approximately 3.7 million tenge have been imposed for the lack of permits.

The inspections covered five state-owned municipal enterprises. It was found that in the Kobda and Kargaly districts, as well as in the residential areas of Akzhar-1, Kyzylzhar, Kargaly, Verkhne-Kargalinskoye, Orleu and Sazdy in the city of Aktobe, illegal water use was occurring without the appropriate permits for water discharge.

"According to paragraph 3 of Article 462 of the Code of Administrative Offences, fines were imposed and collected from municipal utilities for the lack of a special water use permit. The total amount of fines was approximately 3.7 million tenge," said Yergali Umbetbayev, head of the Zhaiyk-Caspian Basin Inspectorate.

It is worth recalling that nearly a year ago, the Ministry of Water Resources and Irrigation launched a crackdown on violations in water resource management, the so-called "black market" for water, and corruption risks in the water sector.

Since the beginning of 2025, the ministry has imposed 18 administrative fines totalling 2.9 million tenge. Overall, during the reporting period, 35 administrative fines totalling 6.4 million tenge were imposed for cases of illegal water use.
