In Atyrau, female graduates had to go to court to obtain the «Altyn Belgi» honour. The commission considered the very fact of grade corrections to be a violation of procedure, but the court stated that changes in the electronic register fall within the competence of teachers and cannot serve as grounds for refusing students.
HOW THE SITUATION DEVELOPED
According to Telegram channel «HALYQSTAN», the story began in July last year. Several students from different schools in the region, who had studied with straight A's for all eleven years, were denied the «Altyn Belgi» award.
The situation was particularly acute at S. Zimanov School No. 37. Seven students were candidates for the distinction, but after an internal audit, only three remained on the final list.
It later emerged that the reason for the refusal was corrections to term grades made in the electronic register. In addition, the number of points for SOCh and SOCh had been changed several times. The graduates themselves, according to the case materials, were unaware of these changes.
THE COMMISSION'S POSITION
The commission of the Atyrau Region Education Department considered that the very fact of making adjustments was a violation of the established procedure. In the commission's view, this was sufficient grounds for refusing the award.
Other circumstances or additional motives are not specified in the materials.
WHAT THE COURT ESTABLISHED
Only two of the female students who were refused decided to challenge the decision in court.
The Specialised Inter-district Administrative Court of Atyrau Region examined the materials and concluded that the graduates met all the requirements for receiving «Altyn Belgi». From grades 5 to 11, they had exclusively excellent term, annual, and final marks.
The court stated that correcting grades falls within the competence of teachers. It is unacceptable to place the negative consequences of such actions on the students.
The minutes of the commission meeting were declared unlawful and annulled. The Atyrau Regional Court upheld this decision unchanged. The court ruling has entered into legal force.
