Ghost eco-park on Little Taldykol: what was the budget spent on?

The Astana Akimat still does not have a working project for the construction of an eco-park on Lake Maly Taldykol, despite suppliers having already been allocated more than 5 billion tenge

This was reported by the publication Bes.media. It has emerged that the winner of the tender was the company Sheberbuild. In turn, the authorities claim that the implementation of the eco-park project was suspended due to a lack of funding. 

Journalists discovered that in December 2022, the project client—the Department of Environmental Protection—concluded an agreement for the development of the design and estimate documentation (DED) for the eco-park with LLP «ES-project» for 29 million tenge

At the same time, the department entered into an agreement with Sheberbuild for the construction of the eco-park at a cost of 5.3 billion tenge

It is reported that the certificates of work completed for November 2023 indicate the company carried out works worth 591 million tenge. In December 2023, this amount was 205 million tenge

Journalists visited the site where the eco-park is supposed to be built and saw only piles of rubbish, liquid concrete waste dumped on the shore, overgrown weeds, and numerous residential complexes around. 

They sent an official request to the Akimat asking for answers to pressing questions, but received no specific responses.

«The DED for the project 'Construction of a recreational zone at the intersection of Syganak, Kazybek bi and Baglanova streets' and 'Construction of a recreational zone at the intersection of Uly dala and Baglanova streets' is being developed», the statement reads.

Following this, the editorial team sent an appeal to the Anti-Corruption Agency and the Prosecutor's Office asking: «will the allocation and expenditure of funds for the construction of the eco-park, which does not yet exist even on paper, be investigated?»

The editorial team of the FBRK regularly raises the issue of the draining of Maly Taldykol, linked to the active development of the shoreline. We have analysed over 100 privatised plots, and also compiled a selection of the largest land plots and their owners.

 Public figure and journalist Kirill Pavlov previously sent a request to the Astana Akimat to find out whether illegally issued plots would be confiscated. Furthermore, the founder of the FBRK raised the issue of creating the promised park zone on the site of Lake No. 4. 

At the same time, it was reported that the Commission on the Issue of Urban Development of the Territory of Lake Maly Taldykol sent a letter to the Akim of Astana, Zhenis Kassymbek, demanding an independent expert assessment of the technogenic load due to the active development of Lake Maly Taldykol.
