The editorial board of FBRK has repeatedly raised the issue of the drying up of the Small Taldykol in Astana, linked to active construction along the shoreline. On a regular basis, we analyse who owns the privatised plots. The founder of FBRK appealed to the capital's akimat to find out whether work is being carried out in this direction.
At the end of 2023, public figure and founder of FBRK Kirill Pavlov sent an official request to the capital's akimat to find out whether the seizure of illegally issued plots would be carried out in the area of the Small Taldykol lake group as part of the «Zher Amanaty» project. In addition, the founder of FBRK raised the issue of creating the promised park zone on the site of Lake No. 4.
"Kasymbek was so startled that he held as many as four meetings, but could not provide an answer. It is a great pity, because the KUZR officials across the whole country, in the best traditions of the 1930s, are taking away arable land, pastures and even hayfields from small farmers. I wonder if they have the guts to take on, for example, the SAT NS brothers?" - wrote Kirill Pavlov in his Telegram channel.

For reference: KUZR - Committee for Land Resources Management. SAT-NS LLP is a construction company owned by Gabit Satvaldiyev, brother of the akim of the Turkestan region.
The public figure reminded that Kassym-Jomart Tokayev gave the akim a year to improve the capital:
"Tokayev directly told Kasymbek - stop sticking residential complexes on every free piece of land, give people parks and recreation areas. But how the capital's akim interpreted this is not yet very clear."
Incidentally, when a journalist asked about the creation of the park, which was promised by the end of 2024, the staff of the akim's office decided to tactfully remain silent and redirect the request to the research and design institute «AstanaGenplan».
"This is a classic akimat scheme - a journalist's request arrives addressed to the akim, the office redirects it to some state institution, which says it's not within their competence and tries to make a fool of the author of the request. But this circus doesn't work with everyone," - the journalist noted.
After receiving a complaint about their actions, the akim's office took an official pause, citing the APPC.
"Now, by the way, having received a complaint about their actions, Kasymbek's people have completely taken an official pause, finding a loophole in the APPC. The only thing they replied was - yes, a park on an area of 153 hectares is planned, but as for the rest, give us time to think," - wrote Kirill Pavlov.
It is still unclear how the capital's akim intends to return Taldykol to the people. Does he even intend to?
"And now it's doubly interesting what the akim of Astana is busy with - reading the FBRK series of materials about who owns Taldykol and redrawing it for new developers, or thinking about how to fill in the surviving patches and hand them over for residential complex construction? Or maybe, together with Kulginov, he does FP in the mornings?" - the journalist muses.
To date, the FBRK editorial board has managed to analyse over 100 plots. Among the owners of the coastal territories of Small Taldykol, the following stand out in particular: «City Investment Development Centre 'AstanaInvest'» LLP (13 plots, 136.4518 hectares), JSC «Astana-Technopolis» (27 plots, 108.6574 hectares), «Nomad Stroy Company» LLP (11 plots, 34.1575 hectares) and «Bazis–A CORP.» LLP (25 plots, 18.8225 hectares).
