An agricultural expert and founder of the FBRC, Kirill Pavlov, has filed a complaint with the police against the administrator of the official government Telegram channel — Ukimet. The reason was the dissemination of false information about the country's provision of dairy products.
In the statement, sent to the police department of the Yesil district of the Astana Police Department, Pavlov requests that the identity of the channel administrator be established and that they be held administratively liable under Article 456-2 of the Administrative Code of the Republic of Kazakhstan ("Posting and dissemination of false information").

"I request that you establish the identity and bring to administrative responsibility under Article 456-2 the administrator of the Telegram channel Ukimet, who posted and disseminated on 23 September 2025 in the said Telegram channel a publication with false information that created conditions for a breach of public order or the rights of citizens," Pavlov's statement reads.

He noted that on 23 September, the Ukimet channel published a post with the headline: "Қазақстан өзін азық-түлік тауарларының негізгі түрлерімен толық қамтамасыз етеді — Kazakhstan fully provides itself with the main types of food products".
"In livestock farming, 100% self-sufficiency has been achieved for meat (beef, lamb, horse meat), dairy products and eggs," the text of the publication stated.
Pavlov considers this statement to be false, pointing out that Kazakhstan does not fully provide itself with dairy products.

In support of his claim, the expert provided a video in which the director of the Department of Agri-Food Markets and Processing of Agricultural Products of the Ministry of Agriculture, Shaimerden Akhmetov, publicly refutes the claim of 100% self-sufficiency in dairy products. The video was recorded at a public event attended by journalists and representatives of official bodies.
For context, the Astana Police Department previously refused to initiate criminal proceedings against the Minister of Agriculture, Aidarbek Saparov, following a complaint from Kirill Pavlov. The expert had also accused the head of the ministry of disseminating false information about Kazakhstan's 100% self-sufficiency in dairy products.
At the time, Pavlov provided the police with data from official statistics showing imports of milk and dairy products worth $410.7 million in 2024. According to this data, Kazakhstan imported 183,000 tonnes of dairy products. The share of imports in the cheese and cottage cheese market stands at 48%, and for butter and milk-fat products — 15%.
