Basin water inspections have identified hundreds of cases of unauthorised and inappropriate water use this year. According to the committee for regulation, protection and use of water resources, inspections were carried out in different regions of the country, and the volume of violations exceeded last year's figures.
According to Kazinform News Agency, the committee chair Seilbek Nuryмбетов stated at a briefing at the SCC that administrative measures are applied for inappropriate water use, exceeding permitted water use volumes, and violating the established regime.
According to him, fines under Article 141 of the Administrative Code of the Republic of Kazakhstan ("Violation of state ownership rights to the water fund") range from 200 MCI (786,400 tenge) for individuals to 2,000 MCI (7,864,000 tenge) for large business representatives in cases of repeat violations.
It has become known that since the beginning of the year, inspections have carried out 463 inspections, resulting in 143 orders to eliminate violations. Inspectors also imposed 801 administrative fines totalling 133.3 million tenge, including 346 fines for unauthorised water use amounting to 70.3 million tenge.
For comparison, over the same period last year, the authorised bodies carried out 339 inspections, issued 204 orders and imposed 501 fines totalling 41.2 million tenge. Of these, 249 fines related to unauthorised water use, worth 22.3 million tenge.
The committee reminded that this year the state has tightened control over the use of water resources. Since June 10, following amendments to the Water Code, the powers of basin water inspections have been expanded. Under Article 53 of the Water Code of the Republic of Kazakhstan, inspections carry out state control and supervision to prevent suspected unauthorised water use.
It is worth recalling that earlier, the specialised environmental prosecutor's office of the Zhambyl region identified systemic violations in the activities of the Shu-Talas Basin Water Inspection, which is responsible for control in the area of protection and regulation of water resource use.
