At a meeting of the ethics commission of the Agency for Civil Service Affairs, the akim of Karaganda, Meiram Kozhukhov, received a disciplinary sanction in the form of a reprimand, while the akim of the Enbekshikazakh district of the Almaty region, Talgat Baiedilov, was recommended for dismissal.
According to Zakon.kz, the commission established that the actions of the akim of Karaganda caused a negative reaction and criticism from citizens on social media.
The actions of the akim of the Enbekshikazakh district revealed violations of land legislation. These violations were classified as misconduct discrediting a civil servant, and the commission recommended his dismissal.
It is noted that since the beginning of the year, the Agency for Civil Service Affairs has initiated 497 inspections, which resulted in the identification of 6,935 violations.
"The analysis showed that state bodies are committing violations when developing job descriptions, imposing disciplinary sanctions on civil servants, conducting competitive procedures for filling administrative civil service positions, etc. At the same time, violations of competitive procedures were most frequently committed in state bodies of the Aktobe and Pavlodar regions," the department noted.
It became known that the largest number of violations in imposing disciplinary sanctions were identified in the Ministry of Agriculture, the State Revenue Committee of the Ministry of Finance, as well as in state bodies of the Akmola, Almaty, and Pavlodar regions.
In November last year, the akim of the Novoilyinovsky rural district of the Kostanay region, Makash Taimasov, became known to internet users due to a scandalous video. The recording showed Taimasov trying to buy alcohol after 23:00, and upon being refused, swearing at the seller.
Later, the akim appeared before the Ethics Council. The official said that the swear words were not directed at the seller, but were only used as filler words. However, the council members were not convinced by such arguments. As a result, Makash Taimasov was dismissed.
In October of this year, in the West Kazakhstan Region, the akim of the Zhanabulak rural district of the Akzhaik district, Zhambyl Dabyskaliev, received a reprimand for swearing at a local resident.
