In the East Kazakhstan region, another official previously caught using foul language has been given only a disciplinary warning and continues to work in their post.
According to the Telegram channel “HALYQSTAN”, the mayor of the Shilikti rural district in the Zaysan region, Kuanysh Toleukhan, was called to a meeting of the Ethics Council and given a severe reprimand.
Toleukhan apologised after swearing at a meeting with residents, citing the tense atmosphere and the lengthy discussion.
At a briefing at the Central Communications Service (SCC), the East Kazakhstan region mayor Nurymbet Saktaganov stated that internal investigations had been conducted into the matter, after which the Department for Civil Service Affairs reviewed the incident at a meeting of the Ethics Council.
In addition to Toleukhan, disciplinary action was taken against the supervising deputy mayor of the region and the mayor of the Zaysan district.
As Saktaganov emphasised, such behaviour is unacceptable for civil servants. He stated that efforts to prevent breaches of official ethics are being stepped up in the region.
To recall, in early October, the mayor of the Shilikti rural district, Kuanysh Toleukhan, was involved in a scandal after a heated exchange with local residents.
Villagers came to see the official and began asking questions about the work of the local administration. In response, Toleukhan raised his voice and used offensive language. At the time, a police officer was present in the room but did not react to what was happening.
Shortly before this, a video surfaced online of an online meeting of the East Kazakhstan region’s Department of Physical Culture and Sport, in which the head of the department, Askar Mozhanov, was seen speaking abusively to subordinates using foul language.
Later, the Ethics Council decided by a majority vote to impose a disciplinary sanction on Mozhanov in the form of a severe reprimand.
