Credit bureaus have been granted the right to transfer data on the debts of Kazakhstani citizens to the State Revenue Committee regarding debts owed to MFOs and debt collectors.

Credit bureaux will begin transferring information to the State Revenue Committee (SRC) regarding the debts of individuals to microfinance and debt collection organisations. This is provided for by an order of the Minister of Finance, which approved new rules for the exchange of information between the SRC and credit bureaux. The document comes into force on 10 November and will remain in effect until 31 December of the current year.

According to the "Paragraph" Information System, the SRC annually — no later than 25 November of the year following the reporting year — compiles a list of individuals who are required to submit a declaration of assets, liabilities, income and property. The list is compiled based on data as of 31 December of the reporting year.

Within 10 calendar days after compiling the list, the SRC transfers the Individual Identification Numbers (IIN) of these citizens to credit bureaux via the "Smart Data Finance" information system.

Upon receiving the data, credit bureaux are obliged, within 10 working days, to provide the SRC with information regarding debts to debt collection and microfinance organisations. This information relates only to those citizens who are included in the list of persons required to submit declarations.

At the same time, the document notes that the SRC and credit bureaux are obliged to comply with legislation on the protection of tax, banking and other legally protected secrets, excluding the possibility of disclosure or leakage of personal data.
