The Anti-Corruption Service has published a draft order "On approval of the list of information from the declaration of income and property subject to publication", according to which from 2025 civil servants and their spouses will be required to publish information reflected in their declarations of income and property.
According to Zakon.kz, the following information is subject to publication:
- information on income subject to taxation by an individual independently;
- information on acquired and (or) gratuitously received property (including money) during the reporting tax period, including outside the Republic of Kazakhstan;
- information on the alienation and (or) gratuitous transfer of property (including money), including outside the Republic of Kazakhstan;
- information on money in bank accounts in foreign banks outside the Republic of Kazakhstan;
- information on property (type, country and quantity) held as of 31 December.
Public discussion of the draft on the "Open NLA" portal will last until 27 December.
We recall that in April, deputies of the Mazhilis from the People's Party of Kazakhstan (PPK) expressed doubts regarding the security of personal data when submitting the declaration.
As the Vice-Minister of Finance Yerzhan Birzhanov assured at the time, access to declarations is granted only by special order to a limited circle of employees who bear personal responsibility for the confidentiality and security of the information.
