Construction of a problematic residential complex has resumed in Almaty despite a court ruling.
In January of this year, the Almaty City Urban Planning Control Department updated the list of residential complexes not recommended for purchase.
The list included 45 Almaty complexes, among them the "Graff" residential complex, which at that time had begun construction in the Remizovka microdistrict of the Bostandyk district, directly among private housing estates.
As reported by the editorial team of ZTB News, the construction of the facility was carried out with numerous violations. Ultimately, the efforts of local activists led to the court issuing a ruling for the demolition of the building.
However, the building was never completely demolished, and today local residents fear the resumption of construction.
According to them, construction materials have started being delivered to the site, and security guards have appeared on the premises.
Residents insist that the local infrastructure is not suitable for servicing a multi-apartment complex. The only road leading to the complex through the private sector is very narrow. This, in their opinion, increases the risk of road accidents.
Furthermore, local residents believe that the construction work could cause problems with electricity, sewage and water supply.
"Neither the sewage system nor the water supply can handle such a load. According to regulations, such facilities require a separate pipe running from a separate main line. That means it would have to be laid under the homes of local residents. Obviously, no one has given permission for digging under their homes and running a pipe. And the developer, knowing this from the start, is building anyway," claim local residents.
Journalists have discovered that the "Graff" residential complex now belongs to new owners and goes by a different name – the "7-Avenue" residential complex.
The sales department explained that the previous owners did not have the necessary documents, whereas the new owners – "Talshyn Stroy" LLP – have all the documents, and the complex is intended to be commissioned in 2025.
Meanwhile, the Almaty City Akimat is confident that the Partnership has no construction permits whatsoever, and that the facility itself will be demolished as planned.
The city akimat also notified that law enforcement agencies have already opened a fraud case concerning this facility. However, the police department did not confirm this information.
On the other hand, the justice department informed journalists that a seizure order has been placed on the "Graff" residential complex, and further activity by the organisation is impossible regardless of its name.
Presumably, these facts do not particularly bother the new owners, and so the residential complex is being actively advertised on online platforms.
Residents of Remizovka are demanding that the developer permanently halt construction and fully restore the damaged landscape.
It is worth reminding that before purchasing any property, it makes sense to verify that the developer has a full set of documents.
