The court accepted a complaint by lawyer Kirill Pavlov against the actions of the local police officer.

The judge of the Specialised Inter-district Court for Administrative Offences of Astana has accepted for consideration a complaint from the lawyer of the founder of FBRK Kirill PavlovSergei Utkin. The complaint concerns the legality of the actions of the local police inspector in drawing up the report on an administrative offence.

According to the text of the court ruling, the judge, having examined the complaint from lawyer Utkin, found no grounds for refusing to accept it and scheduled a hearing for 29 October in the building of the Specialised Inter-district Court for Administrative Offences of Astana.

"Accept for consideration the complaint of Utkin S.G. acting in the interests of Pavlov K.I. seeking to declare unlawful the actions of the Local Police Inspector of the Police Department of the 'Yesil' district of Astana, Baidildayev A.S., in drawing up report on administrative offence No. 257115030031509 against Pavlov K.I. under Part 4 of Article 456-2 of the Administrative Code and schedule the hearing of the complaint for 2:30 p.m. on 29 October 2025," the statement read.

The applicant, his representative, and the local police inspector whose actions are being challenged will take part in the court hearing.

It is worth recalling that at the beginning of October, LLP "Sunkar Eavision International LLP" accused FBRK journalists of lying over a publication about the cost of drones, even though the information was taken from an official document on the government procurement portal.

On 13 October, local police inspector of the Yesil district police department Arman Baidildayev drew up a report on an administrative offence against Pavlov under Part 4 of Article 456-2 of the Administrative Code of the Republic of Kazakhstan ("Dissemination of false information"). The court in this case was planned to be held directly at the police station, but the hearing was postponed for technical reasons.

Meanwhile, lawyer Sergei Utkin from the International Foundation for the Protection of Freedom of Speech "Adil soz" found a number of violations in the drawing up of the report.

Incidentally, the same local police inspector had previously summoned journalists via the WhatsApp messenger, just half an hour before their required attendance, which raised questions about compliance with procedural norms.

Meanwhile, the International Foundation for the Protection of Freedom of Speech "Adil soz" has deemed such persecution unlawful.
