The Almaty branch of the NE JSC "State Corporation 'Government for Citizens'" refutes the data stated on the cadastral map that LLP "Bona Fide Contract" is one of the right-holders of the land plot of boarding school No. 17. Meanwhile, the Department for Land Resources Management of the city does not even know which plot is being referred to.
Earlier we wrote that the land plot on which Almaty's boarding school No. 17 is located is in common shared ownership and has a general intended purpose of 'for the operation and maintenance of an underground garage'. At the same time, the boarding school occupies almost 90% of the plot's territory.
According to the public cadastral map of the information system "Unified State Real Estate Cadastre" (US REC IS), the plot is under a condominium, according to which the right-holders are SE "Boarding School No. 17" and LLP "Bona Fide Contract".

We sent official requests to the Akimat of Almaty and the Committee for Land Resources Management (CLRM) asking them to verify the legality of the registration of the owners and right-holders of the land plot and to explain how legal the aforementioned intended purpose of the plot is, given that a boarding school is located on it.
The Akimat of Almaty forwarded our appeal to the branch of the NE JSC "State Corporation 'Government for Citizens'", and the CLRM forwarded it to the Department for Land Resources Management of the city of Almaty.
The state corporation 'Government for Citizens' replied that they had studied the cadastral information of the land plot and that the owners of the plot are boarding school No. 17 and a certain LLP "Medeu-Service". We were also informed that the shares are distributed by a certain agreement on the use of the land plot, and that the plot is currently registered to individuals.

This answer did not satisfy us. We contacted the branch of the state corporation again, asking them to state on the basis of which information LLP "Medeu-Service" is listed as one of the entities using the land plot, and why the US REC IS data indicates a different right-holder - LLP "Bona Fide Contract".
In addition, we asked for details of the agreement mentioned in the reply, and to clarify why individuals are connected to the land plot if, as reported by 'Government for Citizens', the plot is assigned to boarding school No. 17 and LLP "Medeu-Service".
In the state corporation, they again stated the non-involvement of LLP "Bona Fide Contract" with the plot on which boarding school No. 17 is located, and noted that the akimat issued a share of the land plot to LLP "Medeu-Service" back in 1999, while the boarding school only received its share in 2009.



According to the state corporation, the plot for LLP "Medeu-Service" was intended for the operation and maintenance of an underground garage, and subsequently the rights were transferred to individuals. Probably, to the owners of parking spaces. However, we discovered that LLP "Medeu-Service" has been liquidated.
Why a liquidated company is the owner of the plot on which an active car park is located remains a mystery. Furthermore, it is still unclear why LLP "Bona Fide Contract" is listed as the right-holder of the plot in the US REC IS, and how the state corporation could have failed to notice this data.
The DLRM of Almaty, meanwhile, refers to the data from the state corporation. And notably, the department indicates the cadastral number of a completely different plot in its response, which is unrelated to boarding school No. 17.


Having analysed the responses from state bodies and the available data, the impression is that neither the state corporation 'Government for Citizens' nor the DLRM of Almaty properly checked the information regarding this land plot, and the department seems completely uninterested in getting to the bottom of the situation.
