One of the largest enterprises in the Akmola region — Kokshe-Cement Production Association LLP — owes its employees approximately 144 million tenge. Workers have sent a collective appeal to government bodies, reporting months-long delays in wages, mass layoffs, and signs of the enterprise being artificially driven into crisis.
According to the Telegram channel «HALYQSTAN», the akimat of the Birzhan sal district reported that out of 683 employees, more than 200 people have already resigned. Workers report that production formally continues, but a significant part of the workforce has been placed on downtime without explanation.
According to the authors of the letter, those who resigned «of their own accord» receive their final settlement immediately, while payments for those who remain are delayed. The collective appeal notes that such actions create the impression of pressure on those who are unwilling to leave.
The workers also claim that the enterprise has become financially dependent on two affiliated companies — Concrete Production Association LLP and Prom Invest Almaty LLP. The first entity controls product sales, and the second is responsible for purchasing materials and spare parts.
Additional concern among employees is caused by rumours of a possible sale of the plant to foreign investors. According to the workers, representatives of Xinjiang Sanbao Industrial Group Co., Ltd., a Chinese company, were recently present at the enterprise, supposedly to assess assets.
The workers are asking the prosecutor's office, the Anti-Corruption Service, and the National Security Committee (KNB) to investigate the conduct of management and provide a legal assessment of the enterprise's financial transactions, as well as the wage delays. The letter also suggests considering the possibility of nationalising the plant.
According to available information, the prosecutor's office has launched an investigation into the wage delay.
