A tender has been announced in the village of Khan Ordasy, Bokeyorda District, West Kazakhstan Region (WKR) for the purchase of the 'Naryn' sports complex at a cost of 359.6 million tenge including VAT. By the time the procurement was posted, the building was already open and being used for its intended purpose.
TENDER ANNOUNCED AFTER OPENING
In February 2026, a tender for the acquisition of the building was published on the government procurement portal for 310 million tenge excluding VAT (359.6 million tenge including VAT).
The sports complex was built at the end of 2025 by a private entrepreneur — Sole Trader 'Abdukhatov E.A.'. Until the buyout procedure is completed, the facility is being used for training and competitions by arrangement with the investor.
Official explanations do not clarify how the cost of the facility was determined or whether an independent valuation was conducted.
WHY THE VILLAGE NEEDS A NEW SPORTS COMPLEX
According to district authorities, over 2,000 people live in Khan Ordasy, with more than 100 children taking part in sports clubs. Previously, training sessions were held in a former village boiler house built in 1982, which requires major repairs, reports BES.media.

COMPARISON OF THE COST WITH THE DISTRICT BUDGET
According to the 'Open Budgets' portal, in 2025 the Urda rural district was allocated 69.1 million tenge, with total expenditure reaching 71 million tenge. These funds were directed towards the running of the akimat, housing and utilities, roads, and healthcare. Just 95,000 tenge was allocated for healthcare.
Thus, the cost of the sports complex at 359.6 million tenge is many times greater than the district's annual budget. The published materials do not specify from which level of the budget the purchase is expected to be financed.
