Akima Nazarbayev was fined for interfering in business in Kostanay Region

In the Beimbet Mailin district of Kostanay region, a rural district akim has been held accountable for unlawful interference in entrepreneurial activity. The reason was a refusal to grant a business a land plot, which was only provided after the intervention of state bodies.

REFUSAL DESPITE EXISTING APPROVALS

The case concerns the akim of the rural district of Ayet in the Beimbet Mailin district of Kostanay region, Yerlan Nazarbayev. According to a publication by the Telegram channel «HALYQSTAN», he refused a local entrepreneur the allocation of a land plot of 0.1 hectares, required for laying a gas pipeline.

The applicant, however, had a positive opinion from the land commission and a completed land management project. The documents were submitted when applying for the state service, but the akimat’s decision was negative.

COMPLAINT AND STATE BODY INTERVENTION

After the refusal, the entrepreneur filed a complaint with the Department for Civil Service Affairs. An inspection was carried out jointly with the prosecutor's office. As a result, the plot was allocated to the applicant without a new application, and an administrative protocol was drawn up against the akim.

Yerlan Nazarbayev has been held accountable for unlawful interference in entrepreneurial activity. He has been fined 100 MCI (432,500 tenge for 2026). No further measures are specified in the materials.

DISTRICT’S REPUTATIONAL BACKGROUND

The case of refusing the entrepreneur occurs against a backdrop of a series of violations and criminal cases previously recorded in the Beimbet Mailin district.

For instance, in September 2025, a court found three district residents guilty of embezzling state subsidies amounting to 96 million tenge, intended to support livestock farming. The money was illegally appropriated, a sentence was passed, and the damage is subject to compensation, though the court decision had not entered into legal force at the time of publication.

During the same period, the Department for Civil Service Affairs uncovered the illegal employment of persons with criminal records in rural akimats, including in one of the districts of the Beimbet Mailin region. The competition results were cancelled, the appointed employees dismissed, and the responsible officials were held administratively liable.

In February 2025, the Anti-Corruption Service of Kostanay region completed a pre-trial investigation into the chairman and a deputy of the district maslikhat. The chairman was accused of giving a bribe of 2 million tenge to cover up violations in public procurement; the case was sent to court.

Earlier, crimes were also recorded within the local authorities themselves in the district. In June 2024, a court sentenced the accountant of a rural akimat, who had embezzled 4.7 million tenge by inflating salary payments.

In August 2024, the district again came under scrutiny due to worn-out municipal infrastructure. In the settlement of Tobol, a sewage burst occurred, flooding residential areas, with local residents trying to contain the aftermath on their own.

Even earlier, in September 2023, an inspection revealed the misappropriation of nearly 79 million tenge at the municipal enterprise MCP «Tobol», leading to a review of tariffs for the population and businesses.

CONTEXT AND SIGNIFICANCE

The story of the refusal of a land plot is not a criminal case, but it adds to an already established body of grievances regarding the quality of governance in the Beimbet Mailin district. These are different episodes concerning the civil service, the management of budget funds, the operation of municipal enterprises, and the interaction between authorities and businesses.
