According to the results of monitoring of public procurement, the Anti-Corruption Agency has prevented the ineffective spending of budget funds totalling 12.4 billion tenge since the beginning of this year. Most often, overpricing was detected for fuel and lubricants (23%), office supplies (19%), food products (6%) and property rental (6%).
As the official representative of the Anti-Corruption Agency, Daniyar Bigaidarov, reported at a briefing, the Department of Housing and Communal Services of Konayev held a tender in January for the purchase of 4 sets of steam boilers for 2.5 billion tenge. The agency found that the price was inflated by double — by 1.3 billion tenge. As a result, the contract between the customer and the supplier was renegotiated for the sum of 1.2 billion tenge.
Also in Konayev, the “Almaty Regional Centre of Folk Art” wanted to purchase concert equipment (a screen, concert lighting equipment, and sound equipment) for 87 million tenge. Following the recommendation of the Anti-Corruption Agency, the price was revised down to 5.9 million tenge. The saving amounted to 81.1 million tenge.
During the same period, the state enterprise “Gosgradkadastr” planned to purchase an unmanned aerial vehicle (UAV) for 110 million tenge, whereas the price for a UAV was no more than 4 million tenge. The price was revised, resulting in savings of 106 million tenge.
In addition, it is reported that in the Akmola region, the “A.I. Barayev Scientific and Production Centre for Grain Farming” LLP planned to buy 150 snow shovels at 81 thousand tenge per unit, for a total sum of 12 million tenge. After a recommendation from the Anti-Corruption Agency, the price was reduced to 3,200 tenge per shovel.
At the same time, it emerged that in Aksu, Pavlodar Region, they planned to build two 9-storey residential buildings for 3.7 billion tenge. Whereas last year, a similar structure was built for 1.1 billion tenge. As a result of the price review, the total cost of the construction was 2 billion tenge.
In the Zhetysu region, the “Education Department for Alakol District of the Education Administration” overpriced the purchase by a factor of 26. The education department wanted to buy one set of turnstiles for 66.2 million tenge, while the market price for it was 2.5 million tenge. The procurement was revised, and savings of 63.7 million tenge were achieved.
