President Kassym-Jomart Tokayev has approved the composition of the Qazaqstan Halq Keñesi. The new body includes 126 people — among them former MPs, ex-ministers, heads of major companies, athletes, journalists and public figures.
WHO IS ON THE LIST
Among the members of the Halq Keñesi are former deputies of the Mazhilis and Senate Murat Abenov, Yerkin Äbil, Amanzhol Ältai, Yermurat Bapi, Natalya Dementyeva, Edil Zhañbyrshin, Nurtore Zhusip, Vera Kim, Andrey Lukin, Nūrtai Sabilyanov and Gennady Shipovskikh.
The composition also includes Bagdat Mussin — former Minister of Digital Development, who now heads Kazakhtelecom.
Among former heads of state bodies, Yerlan Nysanbayev is also listed, who previously held the post of Minister of Ecology.
ENTREPRENEURS AND COMPANY EXECUTIVES
The list includes representatives of big business and the corporate sector. Among them is Andrey Lavrentyev — owner of Qarmet and shareholder of Allur. His fortune in the Forbes Kazakhstan ranking for 2026 was estimated at $877 million.
The Halq Keñesi also includes Shakhmurad Mutalip, owner of Integra Construction KZ and head of the Boxing Federation. Forbes estimated his fortune at $482 million. In 2026, Mutalip's structures also acquired 39.3% of ERG.
The council also lists Gennady Zenchenko, head of the agricultural enterprise Zenchenko and Company.
The National Confederation of Employers PARYZ is represented in the list by its chairman Zhumabek Zhanykulov.
SPORT AND PUBLIC ACTIVITY
The sporting area is represented by Olympic champions and heads of federations. The composition includes Olympic champion in Greco-Roman wrestling Yuriy Melnichenko, Olympic silver medallist Islam Bairamukov and president of the Gymnastics Federation Aliya Yusupova.
Among public figures are Lyazzat Kaltayeva, chair of the Federation of Trade Unions Satybaldy Dauletalin, as well as representatives of science, media, non-governmental organisations and ethnocultural associations.
WHO ELSE IS ON THE LIST
Separately, the list includes Rauan Kenzhekhanuly, Bella Gazdiyeva, Lyazzat Chinkisbayeva and Madi Myrzagharayev — members of the pre-election list of the Ädilet party who did not make it into the Qurultai.
