Selection for the Register of Kazakhstani goods producers has caused disputes

The selection of companies for the Register of Kazakh Producers (RKKP) in the electronics industry has become the subject of public discussion. The reason stems from disagreements over the procedure for including enterprises in the register, which grants access to participation in procurement by government bodies and the quasi-public sector.

WHAT THE DISPUTE IS ABOUT

Since 1 January 2026, the RKKP has been in effect in Kazakhstan. It is used to confirm the status of a domestic producer and provides companies included in it with the opportunity to participate in government procurement and procurement by the quasi-public sector.

According to information published by journalist Mikhail Kozachkov on his Telegram channel 'Kozachkov Offside', two state bodies are currently involved in the selection of producers — the Ministry of Industry and Construction and the Ministry of Artificial Intelligence and Digital Development.

As stated in the publication, the requirements for applicants differ depending on the department. According to the author, a separate commission operates under the Ministry of AI, which includes the head of the Kazakhstan Association of the Electronics Industry, Zhanibek Mukhamedzhanov.

WHAT ISSUES ARE RAISED IN THE PUBLICATION

It is claimed that some producers, having encountered difficulties in passing the selection process through the Ministry of AI commission, submitted their documents via the Ministry of Industry.

The author of the publication also claims that the register included the Qazaq Investment Company LLP, which, in their view, may be linked to Zhanibek Mukhamedzhanov.

Furthermore, the journalist suggests that some companies may have used leased production premises and equipment to meet the register's requirements. No official conclusions from state bodies on this matter are provided.

WHY DISAGREEMENTS HAVE ARISEN

Zhanibek Mukhamedzhanov argues that the inclusion of electronics industry enterprises in the RKKP should only be carried out through the Ministry of AI.

At the same time, as the author reports, other industry associations accredited with the National Chamber of Entrepreneurs (NCE) 'Atameken' have sent appeals to the Ministry of Industry. They oppose transferring the selection functions to a single department, pointing out that these are industrial enterprises producing computer equipment, components, and other electronic products.

WHAT APPEALS HAVE ALREADY BEEN SENT

Industry representatives are sending appeals not only to the relevant ministries but also to the Prosecutor General's Office.
