Timur Suleimenov explained the reason for the fine imposed on the Deputy Chairman of the National Bank.

Chairman of the National Bank of the Republic of Kazakhstan, Timur Suleimenov, explained why deputy chairperson Aliya Moldabekova was held administratively liable. According to him, the fine is related to the late execution of an order from the Supreme Audit Chamber (SAC).

WHAT CAUSED THE FINE

According to Timur Suleimenov, the violations were identified by the SAC during an inspection.

‘As far as I understand, the situation relates to 2023. At that time, some employee functions were actually performed but were not specified in their job descriptions. On this basis, they were paid bonuses of 150,000 tenge. However, it was later decided that this constituted a violation, as the corresponding duties were not in the documents,’ explained the head of the National Bank.

After receiving the SAC order, the National Bank reviewed and updated its job descriptions.

‘The money has already been returned; we deducted it gradually,’ Suleimenov stated at a briefing. 

He did not disclose the total amount of such payments, citing confidentiality of information.

WHAT IS KNOWN ABOUT THE FINE

Aliya Moldabekova confirmed that she failed to execute the SAC order within the prescribed timeframe. For this reason, the court imposed an administrative fine on her.

She stated that she would pay the fine after the court decision enters into legal force.

CONTEXT

It was previously reported that a court in Astana found deputy chairperson of the National Bank, Aliya Moldabekova, guilty of committing an administrative offence under Part 3 of Article 462 of the Administrative Code of the Republic of Kazakhstan (‘Failure to comply with an order from a state control body’) and imposed a fine of 64,875 tenge.
