In New York, a law is being developed on a tax for expensive property that is not used for permanent residence. This could include owners from Kazakhstan, if the value of their assets exceeds $5 million.
WHAT THE NEW TAX ENTAILS
According to the website of the New York City Mayor's Office, the initiative was announced by Mayor Zohran Mamdani and Governor Kathy Hochul. The law targets owners of property worth more than $5 million whose primary place of residence is outside the city.
As clarified, this refers to so-called 'vacant' properties — homes purchased but not used for permanent residence.
WHICH KAZAKHSTANI CITIZENS COULD BE SUBJECT TO THE TAX
The list of potential payers, according to the Telegram channel 'Exit to the Sea', includes several property owners from Kazakhstan.
Among them is the family of former Supreme Court judge of the Republic of Kazakhstan Sailaubek Dzhakishev. His son Adilzhan Dzhakishev owns two properties in New York: an apartment at 160 West 62nd Street and premises at 9N Moore St. The total value exceeds the established threshold.
Also falling under the criteria is property belonging to Serzhan Zhumashov, a partner of Kairat Boranbayev. His apartment on Manhattan, purchased for $3 million, is currently valued at more than double that amount.
OTHER PROPERTY OWNERS
Among the owners of expensive properties listed are Meruert Kisamiyeva and Alua Shabdar — the wife and daughter of former deputy head of the Anti-Corruption Service Nurlan Shabdar. They own apartments in Manhattan, including a penthouse worth more than $5 million.
The tax could also apply to Anarbek Zhauirov, former owner of the bookmaking firm 'Olimp'. His apartment is valued at $6.5 million and, according to available data, was rented out.
WHO IS NOT COVERED BY THE NEW RULES
Some property owners do not meet the criteria of the law.
For instance, the assets of the heirs of the brother of former President of Kazakhstan Nursultan Nazarbayev are valued at less than $5 million, so they are not subject to the tax.
The initiative also does not affect Dauren Dzhaksybekov, the son of former Akim of Astana Adilbek Dzhaksybekov.
Also, according to available information, the property linked to former Akim of Almaty Viktor Khrapunov is in a poor state, though it is not specified whether this affects the application of the tax.
