The international journalism consortium OCCRP has published profiles with the names of those who owned property in Dubai in 2022 while still in public service, or who had recently left it. It contains hundreds of names of politicians, officials and criminals from many countries around the world.
In turn, the consortium's partner in Kazakhstan — the publication Vlast has published on its website a list of Kazakh owners of expensive property in Dubai. We have selected the most well-known names from it:
- ILYAS ORYSPAYEV – 5 two-bedroom apartments and one villa with a total value of around $7 million.
Co-owner of two Kazakh companies in the restaurant sector, developing the Coffeeboom coffee shop chain. Until February last year, he was also co-owner of a mining company that planned to extract gold in the Zerenda district of the Akmola region. His father, Maksat Oryspayev, headed the state defence procurement committee of the Ministry of Industry and Infrastructure Development until August 2023.
- SERIK YESTAI and AIZHAN ASANOVA - 8 apartments with a total value of around $6.3 million.
Serik Yestai is a former customs officer and oil worker, and also the full brother of Umirzak Shukeyev, who held high government positions at various times. His wife, Aizhan Asanova, is the sole shareholder of the large poultry farm "Alatau-kus", which has an extensive network of shops.
- TALGAT KULIBAYEV - 3 apartments worth around $680,000.
A former high-ranking law enforcement officer who never went into business. Members of his family, including two sons, still own assets in various sectors - from the oil and gas sector to food markets.
- VENERA BAIMURZAYEVA - more than 50 properties with a total value of around $4.3 million.
Businesswoman, wife of former Majilis Speaker Nurlan Nigmatulin. It is reported that the Nigmatulin family is closely linked in business with two groups: "Kazakhmys"/KAZ Minerals and "Ordabasy", the main owner of the latter being businessman Dinmukhamed Idrisov.
- PANUVAR OMAROVA - a villa worth more than $800,000.
Businesswoman, wife of former board member of Pavlodar Petrochemical Plant LLP, Asylbek Karibayev. Her husband was a top manager of numerous oil companies within the structure of the national company KazMunayGas.
- ZHANAR SULEIMENOVA - apartments, villas and commercial properties with a total value of around $2.1 million.
Businesswoman, wife of former deputy chairman of the board of the national company KazMunayGas, Daniyar Berlibayev.
- ZAREMA MUKHAMEDZHANOVA - a villa worth around $1.6 million.
Businesswoman, wife of former high-ranking official Bauyrzhan Mukhamedzhanov. Her husband has served as Minister of Justice, Minister of Internal Affairs, Deputy Prime Minister, Deputy Head of the Presidential Administration, and Akim of the Mangystau Region.
- TALGAT AKHMETOV - a villa worth around $6 million.
Businessman, son of Danial Akhmetov. His father was a high-ranking official — holding the posts of Prime Minister, Minister of Defence, Ambassador to Russia, and Akim of two regions: Pavlodar Region and East Kazakhstan Region.
- KAIRAT SATYBALDY and his wives - five apartments worth more than $2.2 million.
Kairat Satybaldy is the nephew of former President of Kazakhstan Nursultan Nazarbayev, an entrepreneur and former civil servant, convicted of embezzlement of state funds.
- ALIYA MAULESHOVA - an apartment and a villa with a total value of more than $720,000.
Businesswoman, daughter of former Vice Minister of Finance and diplomat Andar Shukputov. Maule-shova is known as the founder and head of several projects for the development of children's education. These are the Business kids schools, the "Eurasian Children's Community" and the UCMAS Academy of Mental Arithmetic in Russia.
- Akim of Almaty YERBOLAT DOSAYEV - a three-bedroom apartment worth more than $210,000.
- ASEL KURMANBAYEVA - an apartment worth more than $1 million.
Art manager of the "Astana Ballet" theatre, wife of former president Nursultan Nazarbayev.
- ALZHAN IMASHEV - an apartment worth more than $310,000.
Former top manager of national companies, son of former high-ranking official Berik Imashev. Alzhan Imashev, during his short career, worked in high positions in several state-owned companies, as well as in business - he headed his first private company at the age of 21.
- BAGDA BATALOVA - a two-bedroom apartment in an elite residential complex worth more than $750,000.
Businesswoman, wife of former Akim of Almaty Region Amandyk Batalov. Co-owner of an agricultural cooperative in the Almaty region, which is currently inactive. She also owns a company selling Italian furniture.
- BAGDAT MAIKEYEV - an apartment worth more than $500,000.
Former Deputy Minister of Defence, convicted of corruption. In February 2014, the then Deputy Minister of Defence Maikeyev was caught red-handed while receiving a bribe - he was allegedly owed it for lucrative contracts for businessmen.
In the same year, Maikeyev was sentenced to 6 years in prison; the court also ordered the confiscation of all his property. However, in 2015 Maikeyev was released: the court released him on health grounds.
- DINA KASYMOVA - a one-bedroom apartment worth more than $400,000.
Pensioner, wife of former head of the Ministry of Internal Affairs and State Security Service Kalmukhanbet Kasymov.
- YERZHAN AIDARBAYEV - 3 two-bedroom apartments with a total value of more than $570,000.
Brother of former head of the national company KazMunayGas - Alik Aidarbayev.
- KORLAN SHARIPBAYEVA - an apartment worth around $250,000.
Businesswoman, daughter of former chairman of the board of the national company QazaqGas Kairat Sharipbayev. Her father was a businessman in the early 1990s, after which he first entered the civil service and then national companies. In 2010, his wife became Dariga Nazarbayeva, the eldest daughter of the former president of Kazakhstan.
- MARLEN TURGUMBAYEV - an apartment worth $347,000.
Businessman, son of former head of the Ministry of Internal Affairs Yerlan Turgumbayev.
- SERGEI KUZMENKO - a two-bedroom apartment worth $348,000.
Former high-ranking law enforcement officer, implicated in the case of Rakhat Aliyev. Kuzmenko held various leadership positions in law enforcement agencies, including the tax police and the customs committee.
Throughout his career, he was closely tied to Rakhat Aliyev, the first husband of Dariga Nazarbayeva. He was a defendant in the high-profile Aliyev case. In 2008, he was arrested and sentenced to 9.5 years in prison.
