The rural akim in WKO has been recommended for dismissal for driving a service vehicle while intoxicated.

The Ethics Council in the West Kazakhstan Region (WKR) recommended the dismissal of Bibolat Zinullin, akim (rural head) of the Chapayev Rural District of the Akzhaik District. The reason was him driving a service vehicle while under the influence of alcohol during working hours.

WHAT HAPPENED

According to the publication "My City", the matter was considered at a regular meeting of the Ethics Council under the Department of the Agency for Civil Service Affairs (ACSA) for the WKR, which took place on 17 June.

A disciplinary case was initiated against the akim of the Chapayev Rural District of the Akzhaik District, Bibolat Zinullin. As reported at the meeting, police officers stopped the official while he was driving a service vehicle under the influence of alcohol during working hours.

WHEN THE INCIDENT OCCURRED

According to the Deputy Head of the ACSA Department for the WKR, Dauren Khairov, the incident took place on 12 March 2026. An administrative report was drawn up against the akim on the territory of the Chapayev Rural District, which he heads.

Dauren Khairov noted that information about the incident was identified during ongoing monitoring of court decisions and media publications. According to him, the information was also obtained from the database of administrative offences.

HOW THE COURT PROCEEDINGS DEVELOPED

As Dauren Khairov reported, the court of first instance ruled in favour of Bibolat Zinullin and acquitted him.

Later, a ruling by the court of appeal changed the situation.

WHY THE ETHICS COUNCIL RECOMMENDED DISMISSAL

Following the consideration of the disciplinary case, the Ethics Council issued a recommendation for the dismissal of Bibolat Zinullin.

Furthermore, it became known that at the time of the violation, the official was already subject to a disciplinary sanction in the form of a warning for incomplete service compliance.

At that time, it is noted, Bibolat Zinullin had transferred budget funds for an unfinished construction project. The Ethics Council considered this case in October.
