The Prosecutor's Office of the Ulansky District revealed violations in the planning of public procurement in the East Kazakhstan Region (EKR). Following prosecutorial oversight, projects worth over 90 million tenge were excluded from the plans until the documentation was brought into compliance with legal requirements.
WHAT VIOLATIONS WERE REVEALED BY THE PROSECUTOR'S OFFICE
The violations were found in the activities of local executive bodies of the Ulansky District. The inspection concerned compliance with legislation on public procurement.
It was established that the akimats (local administrations) of five rural districts included in their procurement plans for 2026 projects for the improvement of children's and sports grounds worth 44 million tenge. At the same time, the works were classified as "current repairs".
Prosecutors examined the estimate documentation and concluded that it was actually a matter of new construction. The documents provided for the installation of foundations, concrete surfaces, and the assembly of new play complexes.
WHY THE PROJECTS WERE EXCLUDED FROM THE PROCUREMENT PLANS
According to the law, new construction works require the mandatory presence of design and estimate documentation (DED) and the passing of a state expert examination.
As reported by the prosecutor's office, such documents were absent at the time of the inspection. Following the act of prosecutorial oversight, the projects were excluded from the procurement plans until the violations were eliminated and the documentation was completed in accordance with the law.
WHAT IS KNOWN ABOUT LOT SPLITTING
During the analysis, the prosecutor's office also identified a case of artificial splitting of procurements. According to the supervisory authority, one of the akimats divided orders into several parts in order to stay below the established threshold and choose suppliers independently.
The total amount of the unjustifiably divided lots amounted to 45.1 million tenge.
WHAT RESULT DID THE PROSECUTOR'S OFFICE MEASURES ACHIEVE
The prosecutor's office reported that the measures taken made it possible to prevent the unjustified expenditure of budget funds amounting to more than 90 million tenge.
