Defects on the road surface that appeared on certain sections after reconstruction are being repaired on the republican highway “Taldykorgan – Kalbatau – Oskemen”. One of the factors behind the damage to the road has been identified as the movement of heavy goods vehicles exceeding the established weight and axle parameters.
WHY THE NEW ROAD IS BEING REPAIRED
According to the press service of JSC “NC “KazAvtoZhol”, the reconstruction of the “Taldykorgan – Kalbatau – Oskemen” route in the Abai region has been completed. All its sections have been brought into operation and remain under warranty.
Since 2025, monitoring has recorded intensive movement of heavy goods vehicles along the route carrying road-building materials for an infrastructure project. The considerable mass of the vehicles and the exceeding of established weight and axle parameters place additional strain on the road structure and contribute to the formation of surface deformations.
WHICH SECTIONS HAVE BEEN RESTORED
In spring 2026, as part of the warranty obligations, 5,800 m² of asphalt concrete surfacing was restored on the road.
In August, an inspection of the section from km 720 to km 760 revealed the need to relay around a further 4,500 m² of surfacing. Works began on 25 August, and by 1 September road workers had restored 2,600 m². The elimination of the identified defects is planned for completion by 5 September.
Thus, over a short period, restoration works have affected more than 10,000 m² of new road surfacing.
HOW TRUCK WEIGHTS ARE CONTROLLED
Automated weighing stations have been installed at km 691 and km 783 to monitor the weight and dimensional parameters of vehicles.
KazAvtoZhol notes that it regularly raises the issue of compliance with weight limits with interested organisations and participants in the construction of the railway line. The company has also called on carriers of building materials and owners of freight vehicles to comply with the established weight and axle parameters.
According to the press service, systematic exceeding of the permissible axle load leads to rutting, shifts and other deformations of the road surface, reducing the service life of the road pavement.
CONTEXT
In January 2026, the FBRK editorial team examined in detail the operation of automated weighing stations (AWS). An analysis of documents, official responses from government bodies and statistics showed that after the launch of automatic processing of decisions through the Unified Register of Administrative Proceedings (URAP), the prosecution authorities began reviewing some administrative proceedings related to the operation of certain AWS. At the same time, cases were identified in which decisions were issued in respect of vehicles that, according to the materials studied, could not have been the subjects of such violations.
Later, official responses from JSC “NC “KazAvtoZhol”, the Committee of Road Transport and Transport Control and LLP “Automatik System” showed that responsibility for the different stages of AWS operation is distributed among several parties. KazAvtoZhol is responsible for the procurement and installation of the stations but does not have access to data on violations and fines, while the committee receives information from the AWS but does not take part in the selection of contractors.
Problems in the operation of the transport control system have been reported not only by carriers but also by the authorities’ own staff. In October 2025, the chief specialist of the Transport Control Inspectorate for Zhambyl Region, Nursultan Bulatbekov, told FBRK about a corruption scheme in the capital’s transport control structures – according to him, the leadership of certain departments shielded violators in exchange for monthly extortion from heavy goods vehicles.
