Chairman of the Management Board of JSC "NC "QazAvtoZhol" Darkhan Imanashev reported on safety measures on national highways, but Prime Minister Olzhas Bektenov pointed to unresolved problems in the road sector, including road quality issues.
WHAT THE QAZAVTOZHol REPORT SHOWED
Over eight months, the number of road accidents on national roads decreased by 10%, while traffic flow increased by an average of 30%. The company attributed its safety work to a set of measures on the highways.
According to Darkhan Imanashev, 46 automated measurement stations (AMS) have been installed on national roads. They automatically record the weight and dimensional parameters of vehicles and transmit the information to the system of the authorised state body.
The company notes cases of deliberate evasion of control. Some drivers bypass the stations via unauthorised exits and junctions or obstruct the correct recording of the vehicle.
Illegal entrances and exits from national roads are currently being checked, after which they are planned to be closed in stages. In addition, QazAvtoZhol proposes amending legislation to establish specific liability for deliberate evasion of automated weight and dimensional control.
WHAT MEASURES WERE TAKEN ON THE HIGHWAYS
56 variable message signs and 126 information boards have been installed on national roads. A further 244 signs and 110 boards are planned to be installed on the highways.
56 laser devices designed to attract drivers' attention at night and in bad weather have appeared at 22 toll sections.
To prevent livestock from suddenly entering the road, 3,000 km of fencing has been installed over three years and 530 special animal crossings have been built.
WHY BEKTENOV CRITICISED THE REPORT
Olzhas Bektenov noted that a number of problems in the road sector were not mentioned in the report. In particular, the Prime Minister stated that the issues the President drew attention to also concern the work of QazAvtoZhol, primarily road quality.
"The report is good. However, there are a great many problematic issues that are not being resolved, and you did not mention them. Work, or other people will work on this matter," Bektenov said.
WHO HAS ALREADY BEEN HELD TO ACCOUNT
According to Minister of Internal Affairs Yerzhan Sadenov, 5,000 officials have been held to account for the state of roads. Among them are 487 akims of districts and villages, as well as 345 heads of QazAvtoZhol branches.
In addition, four criminal cases are being investigated over the improper maintenance of roads.
According to the minister, responsible officials often explain problems with roads by insufficient funding. In future, issues of liability are planned to be considered at the level of regional leadership.

Previously, the FBRK reported cases where cement truck drivers bypassed weight control points in the Zhetisu region. In Kerbulak district, a video captured lorries driving past automated measurement stations (AMS). Among them were vehicles bearing the logo of JSC "NC "QazAvtoZhol". The company stated that the violations had been remedied, but later a new video recording appeared showing another bypass.
On the night of 28 August, unknown persons set fire to an AMS station on the Astana - Karaganda highway. The police department of "Saraishyq" district of the Astana police department reported that the CCTV camera on that section of the highway was not functioning.
In January 2026, the FBRK examined the operation of AMS in detail. An analysis of documents, official responses from state bodies and statistics showed that after the launch of automatic issuance of rulings through the Unified Register of Administrative Proceedings (URAP), prosecution bodies began reviewing some administrative proceedings related to the operation of certain AMS.
