A court in the Turkestan region found the chairperson of an agricultural production cooperative guilty of illegally obtaining state subsidies. The basis for the criminal case was the results of a prosecutor's office inspection in the agro-industrial sector, which revealed discrepancies between the declared and actual data on breeding livestock.
WHAT VIOLATIONS THE PROSECUTOR'S OFFICE INSPECTION REVEALED
As reported by the Prosecutor's Office of the Arys District, an inspection in the agro-industrial sector revealed signs of the illegal receipt of budget funds on an especially large scale.
According to the supervisory authority, the chairperson of the agricultural production cooperative "Y", in April 2021, arranged for the entry of knowingly false information into the information system. The system was provided with data indicating that the cooperative was supposedly leasing 2,470 head of breeding female cattle and 120 breeding bulls for selection work.
Based on this data, subsidies amounting to 24.7 million tenge were transferred from the state budget to the cooperative's bank account.
HOW MANY CATTLE THERE ACTUALLY WERE
During the inspection, it was established that the selection work was actually carried out using only 18 breeding bulls and 450 head of breeding female livestock.
According to the prosecutor's office, the amount of unjustifiably received subsidies totalled 20.2 million tenge.
On this basis, the prosecutor's office initiated a pre-trial investigation under paragraph 2 of part 4 of Article 190 of the Criminal Code of the Republic of Kazakhstan ("Fraud").
WHAT DECISION THE COURT MADE
On 20 February 2026, the court found the chairperson of the cooperative guilty under the aforementioned article.
The court imposed a sentence of 4 years' imprisonment. Additionally, she was banned from holding leadership positions in commercial organisations for a period of 5 years.
The illegally obtained funds — 20.2 million tenge — were recovered and returned to state revenue.
The verdict has not yet entered into legal force.
