The organiser of the embezzlement of 2.5 billion tenge in public procurement has been returned to Kazakhstan

The organiser, suspected of embezzling 2.5 billion tenge during state procurement for the Republican State Enterprise "Centre for Forensic Expertise of the Ministry of Justice", has been returned to Kazakhstan from Vietnam. The criminal case against the suspect has been sent to court.

HOW THE SUSPECT'S RETURN WAS ACHIEVED

According to the Financial Monitoring Agency (AFM), the suspect was placed on an international wanted list in March 2025. A court pre-trial ruling for his detention was issued in absentia.

In early 2026, he was detained in Vietnam. Following a joint effort by the AFM, the National Central Bureau of INTERPOL, and the Ministry of Foreign Affairs (MFA), the suspect was returned to Kazakhstan.

WHAT IS THE CASE ABOUT

According to the investigation, the suspect acted as part of a group alongside the former director of the RSE "Centre for Forensic Expertise of the Ministry of Justice of the Republic of Kazakhstan" R.K. Satybaldiev, the head of the state procurement department D.B. Iskenderova, and the heads of LLP "Mark Invest" and LLP "Direct Services" A.A. Shintemirova.

The investigation believes the embezzlement of budget funds was organised by inflating the cost of equipment by three times and using fictitious commercial offers. According to case materials, the damage is estimated at 2.5 billion tenge.

WHAT COURT DECISIONS HAVE ALREADY BEEN MADE

By court verdict, R.K. Satybaldiev, D.B. Iskenderova, and A.A. Shintemirova have been found guilty. They have been sentenced to terms of imprisonment ranging from 3 to 8 years with confiscation of property.

The criminal case against the suspect returned from Vietnam has been sent to court.

WHAT IS KNOWN ABOUT THE PROCUREMENT

Under the Comprehensive Plan to Combat Drug Addiction and Drug Trafficking for 2023–2025, over 10 billion tenge was allocated from the national budget for the material and technical equipment of forensic examination bodies.

Further information is not disclosed in accordance with Article 201 of the Criminal Procedure Code of the Republic of Kazakhstan.
