In the West Kazakhstan Region (WKR), an investigation into the embezzlement of budget funds allocated for major road repairs has been completed. This concerns a contract worth 259 million tenge, concluded following a state procurement process in March 2023.
WHICH CONTRACT BECAME THE SUBJECT OF THE INVESTIGATION
In March 2023, an agreement for road repairs in the village of Zhympity was concluded between the State Institution "Syrym District Department of Housing and Communal Services, Passenger Transport and Roads" and PC "Sapak" for a total sum of 259 million tenge.
The materials specify that the work involved asphalt laying, earthworks, concrete work, water supply installation, and other types of road construction.
WHAT THE PARTICIPANTS ARE SUSPECTED OF
According to the investigation, the director of PC "Sapak", acting in collusion with the director of the subcontractor LLP "Ak-Bi", organised a scheme to misappropriate entrusted funds.
The investigation claims that the suspects systematically drew up completion certificates containing deliberately false information. The documentation indicated volumes of work that were either not carried out at all or were completed only partially.
Based on these certificates, the client transferred budget funds to the contractor's bank account. Subsequently, as noted by the Financial Monitoring Agency of the Republic of Kazakhstan (FMA), the money was distributed among the participants of the scheme.
As a result, the state suffered material damage amounting to 56.5 million tenge.
WHAT MEASURES HAVE BEEN TAKEN
By court order, an apartment belonging to one of the suspects has been seized. A preventive measure in the form of a written undertaking not to leave the place of residence and to maintain proper conduct has been imposed on the individuals involved.
The criminal case has been sent to court.
SEPARATE SENTENCE IN THE CASE
Furthermore, in a previous court verdict, the head of the State Institution "Syrym District Department of Housing and Communal Services, Passenger Transport and Roads" was found guilty of abuse of official power. Details of the sentence are not specified in the materials provided.
