Two transport officials were detained on suspicion of ensuring the unhindered passage of freight vehicles exceeding the permitted weight limits. According to the investigation, they were given material rewards amounting to more than 40 million tenge.
WHAT THE NSC REPORTED
According to the press service of the National Security Committee (NSC), in August, officers of the Anti-Corruption Service (ACS) of the NSC, coordinated by the prosecutor's office, detained the deputy chairman of the committee for motor transport and transport control of the ministry of transport, as well as the deputy head of the transport control inspectorate for the Akmola region.
The investigation suspects them of unlawful activity related to ensuring the unhindered passage of vehicles whose cargo exceeded the permitted weight limits.
By court sanction, both individuals have been taken into custody. A pre-trial investigation is under way. The NSC is not disclosing any other information in accordance with Article 201 of the Criminal Procedure Code of the Republic of Kazakhstan.
WHAT FBRK WROTE EARLIER
Earlier, FBRK, citing sources, reported the cancellation of fines for overloading amounting to more than 40 million tenge in respect of one legal entity.
In the same article, the editorial team wrote about Gani Salmayev, who held the position of deputy chairman of the committee for motor transport and transport control. According to sources, on 26 August, searches were carried out at his premises, during which 20 million tenge was allegedly found, featuring in the investigation materials as an alleged bribe.
WHAT IS HAPPENING WITH WEIGHT CONTROL
The story of the detentions comes amid other questions about the overloading control system.
Earlier, FBRK reported cases where cement truck drivers bypassed weight control points in the Zhetisu region. In the Kerbukak district, video footage captured lorries driving past automated measurement stations (AMS). Among them were vehicles bearing the logo of JSC «NC «KazAutoZhol». The company stated that the violations had been rectified, but later a new video recording appeared showing another bypass.
On the night of 28 August, unknown persons set fire to an AMS station on the Astana - Karaganda highway. The police department of the «Saraishyk» district of the Astana police department reported that the CCTV camera on that section of the highway was not functioning.
HOW THE AMS SYSTEM IS STRUCTURED
In January 2026, FBRK studied the operation of the AMS in detail. An analysis of documents, official responses from state bodies and statistics showed that after the launch of automatic issuance of rulings through the Unified Register of Administrative Proceedings (URAP), prosecutor's offices began reviewing some administrative proceedings related to the operation of individual AMSs. At the same time, cases were identified of rulings being issued in respect of vehicles which, according to the materials studied, could not have been the subjects of such violations.
Later, official responses from JSC «NC «KazAutoZhol», the committee for motor transport and transport control and LLP «Automatic System» showed that responsibility for different stages of the AMS operation is distributed among several participants. «KazAutoZhol» is responsible for the procurement and placement of stations, but does not have access to data on violations and fines, whereas the committee receives information from the AMS but does not participate in the selection of contractors.
