HOW THE MEETING TOOK PLACE
According to Ulysmedia.kz, the meeting of the Osakarov District Maslikhat took place remotely via Zoom. During the broadcast, Kanat Sakkulakov was in his office at his desk.
At some point, the chairman of the maslikhat lit an electronic cigarette. Video from the broadcast later spread on the internet, after which social media users and the police drew attention to the situation.
WHAT THE MASLIKHAT REPORTED
According to the Osakarov District Maslikhat, the fact of smoking in the workplace was confirmed. On 15 September, a police officer of the Osakarov District drew up a protocol on an administrative offence.
As reported by the head of the apparatus of the Osakarov District Maslikhat Kanybek Tuleuov, the protocol was drawn up under Part 1 of Article 441 of the Administrative Offences Code of the Republic of Kazakhstan. This article provides for liability for violating the ban on the consumption of tobacco products in places where such a ban is established by law.
CONTEXT
In April 2026, social media users also discussed the act of a deputy of the Aktobe City Maslikhat, Aslan Kairgaliyev. The reason was a video from a wedding in which he presents the newlyweds with 4 million tenge. The deputy explained that the money was collected by the groom's friends and he was merely handing over a collective gift.
After the video spread, the commission on deputies' ethics held a meeting and announced a reprimand to Aslan Kairgaliyev.
