The director of the electric power development department of the Ministry of Energy, Asylzhan Musin, stated that per-apartment heat metering is only possible with the consent of all residents of the building. However, he could not answer who should pay for the installation of individual heat meters in buildings constructed before the current building regulations came into force.
WHAT THE MINISTRY REPRESENTATIVE SAID
At a press conference following a Government meeting, Asylzhan Musin reported that in newly built multi-apartment residential buildings, the current building regulations and standards (SNiP) provide for the installation of per-apartment heat meters, reports the Telegram channel “QOS Live”.
According to him, switching to per-apartment metering is only possible with the consent of all property owners in the building. In this case, heat losses will be attributed to common building needs.
WHICH QUESTION WAS LEFT UNANSWERED
During the press conference, journalist Ainur Koskina asked who should pay for the installation of per-apartment heat meters in buildings constructed before the current SNiP came into force, where such devices were not included in the project.
Asylzhan Musin replied that this question falls outside his remit.

The journalist stated that she did not receive direct answers to her questions. According to her, the explanations during the press conference were mainly provided by specialists from the departments who were in the hall.
