The government has decided to introduce responsibility for the stable operation of the heating season.
"Personal responsibility for the stable operation of the heating season has been assigned to the deputy mayors of regions and cities of republican significance (political civil servants)", the press service of the Supreme Audit Chamber reported.
It is noted that the changes are aimed at eliminating the risks of emergency situations and developing the heat and power complex.
"Control functions over heat networks and district heating have been transferred from local executive bodies to the Committee for Atomic and Energy Supervision and Control of the Ministry of Energy of the Republic of Kazakhstan, with a strengthening of its functions", the statement said.
To ensure the stable passing of the heating season, administrative liability has been increased:
- for disruption of repair work – 50 MCI (196,600 tenge);
- failure to maintain the standard fuel reserve in winter – 1,000 MCI (3,932,000 tenge);
- untimely receipt of the readiness certificate – increased from 300 MCI (1,179,600 tenge) to 1,500 MCI (5,898,000 tenge).
In addition, new tools for monitoring and controlling industry participants were introduced.
"The measures taken are designed to increase the reliability of the heat and power complex, reduce the likelihood of emergency situations, improve the quality of services for citizens and businesses, and also increase the transparency of the industry", the department noted.
