The Mazhilis agreed with the amendments of the Senate of the Parliament to the draft law on amendments to the draft law "On introducing amendments and additions to some legislative acts of the Republic of Kazakhstan on the responsible treatment of animals". The concept of the previously adopted document remains unchanged.
WHAT CHANGES THE MAZHILIS SUPPORTED
Earlier, the Senate of the Parliament introduced a number of clarifying amendments to the draft law. They concern the transfer of issues regarding the regulation of stray animal populations to the level of local representative bodies.
In particular, the procedure and timelines for regulating animal populations are clarified. The concept of "stray animals" has also been adjusted in the document.
Additionally, a provision has been included for making a decision on the euthanasia of animals based on a veterinary opinion.
WHICH MODEL OF ANIMAL TREATMENT REMAINS
As noted in the Mazhilis, the amendments are clarifying in nature and do not change the concept of the document. The model of non-returnable capture of stray dogs is preserved.
CONTEXT
This concerns the draft law with amendments to the Law "On the responsible treatment of animals". The document envisages a change in approaches to regulating the number of stray animals, including the introduction of minimum holding periods — 5 days for unsupervised animals and 60 days for animals with potential owners, after which euthanasia is permitted if no rehoming takes place.
Earlier, the Senate of the Parliament returned the draft law on stray animals to the Mazhilis for revision.
The senators proposed abandoning a single deadline and transferring the authority to determine the procedure for capturing, housing, and regulating animal populations to the maslikhats. Also, during the discussion, the wording of the concept "stray animals" was adjusted — instead of linking it to the presence of a chip, the main criterion was proposed to be the absence of an owner.
