Kurultai approved at first reading a bill providing for a large-scale update of Kazakhstan's veterinary system. The amendments cover control over animal slaughter, the safety of products of animal origin, livestock accounting and social support for veterinary specialists.

WHAT THE CONTROL WILL COVER

According to the Kurultai press service, the bill provides for permanent state veterinary-sanitary control at retail facilities where animals, products and raw materials of animal origin are sold. Inspections will also cover animal burial sites, slaughter and product storage facilities, entrepreneurs in the veterinary sector and veterinary measures funded from the budget. At the same time, the norms of the Entrepreneurial Code will not apply to such inspections.

The FBRK editorial team has repeatedly recorded problems with such facilities. In June 2026, the prosecutor's office of the Zerendinsky district identified 14 animal burial sites that did not meet veterinary requirements: the facilities had no fences, land plots had not been formalised, and the balance of property was not ensured.

The editorial team also reported on problems with the construction of animal burial sites in Akmola region and violations in the maintenance of veterinary infrastructure facilities. In particular, in Bestobe, an animal burial site worth 38 million tenge was found to be in an improper condition less than a year after construction.

Separate requirements concern meat for public catering. The draft provides for the slaughter of agricultural animals only at special facilities. It will also not be permitted to use products and raw materials of animal origin in public catering without veterinary-sanitary expertise and pre-slaughter inspection. In addition, it is proposed to prohibit the use for productive animals of growth stimulants and antibiotics intended for the treatment of humans.

Compliance with veterinary-sanitary requirements at slaughter facilities has already become the subject of inspections by state bodies. In particular, in the village of Panfilovo, Almaty region, after complaints from residents, the operation of the local slaughterhouse was inspected.

The inspection revealed violations related to waste disposal, refrigeration equipment, the disinfection barrier, sewage and laboratory testing. As of 29 July 2026, the order to eliminate the violations had been fulfilled by 75%.

ANIMAL ACCOUNTING WILL BE MOVED TO A SINGLE DIGITAL SYSTEM

The amendments provide for mandatory labelling of products and raw materials of animal origin, veterinary preparations and feed. To improve the effectiveness of control, it is proposed to create a single digital system that will bring together information about animals, industry participants, veterinary facilities and the measures carried out.

The system will make it possible to keep more accurate records of livestock numbers, track the movement of animals and controlled products, and exchange information between participants in the veterinary sector.

HOW CONTROL OVER VETERINARY PREPARATIONS WILL BE STRENGTHENED

In Kazakhstan, it is proposed to create a pharmaceutical inspectorate to control the circulation of veterinary preparations in accordance with the requirements of the Eurasian Economic Union. It will be empowered to carry out pharmacological supervision and issue certificates of conformity for the production of veterinary preparations.

WHAT IS PROVIDED FOR VETERINARIANS

For veterinary specialists, the bill establishes annual paid leave with a health improvement allowance of at least two official salaries.

Monthly supplements are also provided for an academic degree in veterinary medicine at the main place of work: 17 MCI (73,525 tenge) for candidates of sciences and 34 MCI (147,050 tenge) for doctors of sciences. In addition, it is proposed to create a veterinary chamber that will represent the professional interests of specialists, keep their records and help improve their qualifications.
