Kazakhstan strengthens the localisation of agricultural machinery and attracts new manufacturers

Prime Minister Olzhas Bektenov held a meeting with heads of foreign agricultural machinery companies, following which new agreements were signed on localising machinery production in Kazakhstan. The documents provide for the placement of new production facilities at the Localisation Centre in Kostanay and reflect the growing interest of international players in the country's market.

WHAT WAS DISCUSSED AT THE MEETING

The meeting was attended by representatives of companies from Europe, Canada and the USA. The parties discussed industrial cooperation, deepening the localisation of production and the introduction of modern agricultural technologies at domestic enterprises.

Olzhas Bektenov stated that the growth of the agricultural sector is increasing demand for modern machinery. According to him, renewing the machinery fleet and supporting domestic producers are seen as key conditions for the further development of the industry.

President of AgromashHolding KZ JSC Dinara Shukizhanova noted that the entry of John Deere into the Kazakh market served as a signal for other global manufacturers.

WHY THE AGRICULTURAL MACHINERY MARKET IS IMPORTANT

Kazakhstan ranks 6th in the world by area of agricultural land. Sown areas amount to approximately 24 million hectares.

The gross output of agricultural products in 2025 exceeded 9 trillion tenge, with growth of more than 6%. The grain harvest reached 26 million tonnes, and oilseed crops — 5 million tonnes.

Such figures indicate sustained demand for machinery for sowing and harvesting work, as well as for maintenance services and spare parts.

WHAT MACHINERY FLEET IS CURRENTLY IN OPERATION

Over 130,000 tractors, approximately 30,000 combine harvesters and over 200,000 units of trailed and mounted equipment are used in the country's fields.

The fleet renewal rate at the end of last year was 6.5%. The target mentioned at the meeting is to bring this figure to 10% annually.

Government support measures are in place for this purpose: subsidising up to 30% of the cost of purchasing machinery, reducing the burden on loans and leasing, as well as preferential financing at 5% for domestically produced machinery.

WHAT HAS ALREADY CHANGED IN THE INDUSTRY

Over the past two years, the sales volume of domestic machinery has increased by 35%from 7,700 to 10,400 units.

There are currently 8 large enterprises in operation, which annually produce over 8,000 tractors and 1,200 combine harvesters. The share of domestic machinery on the domestic market has reached approximately 90%.

WHICH COMPANIES SIGNED THE AGREEMENTS

Following the meeting, agreements were concluded between AgromashHolding KZ JSC, Eurasia Group AG LLP and international manufacturers: Väderstad Group, Dewulf, Lindsay Corporation, Amity Technology, Frans Vervaet B.V., Kuhn Group and Brandt.

The materials note that the implementation of the agreements is aimed at strengthening the industry's potential and solidifying Kazakhstan's position in the global industrial production system.

CONTEXT

John Deere is an American company, one of the world's largest manufacturers of agricultural machinery, tractors and equipment for the agricultural sector.

In April 2025, production of self-propelled, trailed and mounted John Deere equipment started at the Localisation Centre in the city of Kostanay, based at the Agromash plant. The official representative of the brand in Kazakhstan is Eurasia Group.
