The head of state signed the law on the special regime of the city of Alatau

President Kassym-Jomart Tokayev has signed the Constitutional Law of the Republic of Kazakhstan "On the Special Legal Regime of the City of Alatau". The document introduces a special legal status for the city and a new governance model covering the economy, investment, digital infrastructure and the social sphere.

WHAT THE NEW LEGAL REGIME ENTAILS

According to the Akorda press service, the main objective of the Constitutional Law is to create conditions for the accelerated and sustainable development of the city of Alatau.

The document states that the special legal status of the city represents a new approach to forming an independent ecosystem for innovation development, investment attraction and economic growth.

The law regulates a wide range of areas, including entrepreneurship, customs matters, digital assets, gambling activities, the financial market, architecture, ecology, culture and sport.

A new model of public administration for the city of Alatau has also been approved.

WHO CAN OBTAIN ALATAU RESIDENT STATUS

The Constitutional Law introduces the legal status of "Alatau resident". This status will be granted to individuals and legal entities according to specific categories.

The scope of application of the special legal regime, as well as the corresponding rights, duties and requirements, will depend on the resident's category.

HOW THE CITY WILL DEVELOP

According to the law, the long-term investment and technological development of the city is envisaged on the basis of strategic documents. These include the long-term development plan, the master plan and the development strategy for the city of Alatau.

A separate section of the law concerns digital infrastructure. For the functioning of Alatau as a "smart city", data on infrastructure facilities and public safety systems will be integrated into a single urban digital platform for managing the city space.

The Constitutional Law also regulates the investment climate, investor guarantees, fiscal and budgetary policy, land relations and city design requirements.
