Prime Minister Olzhas Bektenov chaired a meeting on clarifying the draft of the new Constitution of the Republic of Kazakhstan. During the discussion, he emphasised the priority of developing human capital, science and innovation, and also instructed that control over fakes on social networks and in messaging apps be strengthened, assigning coordination to the Deputy Prime Minister – Minister of Culture and Information, Aida Balayeva.
DRAFT CONSTITUTION AND STATE PRIORITIES
Olzhas Bektenov noted that the draft of the new Constitution reflects systematic political and economic transformations and enshrines new development guidelines for the country, including priorities in the fields of education, science and innovation.
The Prime Minister noted that the document is oriented towards long-term development and the formation of a stable political system:
«The draft of the new Constitution is a forward-looking document, aimed at the future. Its foundation is human-centredness. The concept of a 'Strong President – Influential Parliament – Accountable Government' creates stability and predictability in the political system,» he stressed.
The document also enshrines President Kassym-Jomart Tokayev's concepts for building a Just Kazakhstan, implementing the principle of 'Law and Order' and the 'Taza Qazaqstan' initiative.
SCIENCE AS A STRATEGIC RESOURCE
Representatives of the scientific community supported the new Constitution. Akylbek Kurishbayev, President of the National Academy of Sciences, stressed:
«The draft of the new Constitution enshrines human rights and freedoms and serves as a foundation for the long-term scientific and technological development of Kazakhstan.»
Vyacheslav Lokshin, an academician, noted the strategic importance of medical science for national security and the healthcare system, as well as the need for the implementation of artificial intelligence, big data and telemedicine.
COMBATING DISINFORMATION
Special attention at the meeting was paid to the spread of false information about the draft Constitution. According to the Government, publications that do not correspond to reality are being recorded on social networks and in messaging apps.
The Prime Minister instructed the Ministry of Internal Affairs to ensure a legal response to the spread of false information in strict accordance with current legislation. Coordination of this work has been assigned to Aida Balayeva.
SPECIFIC GOVERNMENT INSTRUCTIONS
- Ministry of Science and Higher Education, together with sectoral state bodies, to consider proposals from the National Academy of Sciences on forming a new model for determining priorities of scientific and technological development by 1 March 2026.
- Sectoral state bodies to approve road maps for solving technological and production tasks and implementing applied scientific developments by 1 March.
- Akimats of the regions to form regional scientific and technological councils and, together with the National Academy of Sciences, approve scientific and technical assignments by 1 April 2026.
- National Academy of Sciences to establish a Centre for Scientific and Technological Foresight by 1 April 2026.
- Ministry of Water Resources and Irrigation, together with relevant departments, to ensure the launch of a project on the application of artificial intelligence technologies in water resource management by 1 May 2026, and also to prepare a map of water and energy resources of Kazakhstan by the end of 2026.
