The Prosecutor's Office of Pavlodar Region has identified financial and licensing violations during an audit of the expenditure of NJSC "Social Health Insurance Fund" (SHIF) in Pavlodar. As a result of the audit, part of the damage has been returned to the state.
WHAT THE AUDIT REVEALED
The audit revealed violations in the accounting and payment of medical care, including instances of fictitious services.
Among the examples cited by the prosecutor's office are consultations with a neurologist, cardiologist, surgeon, psychologist and other specialists, which were recorded for deceased individuals. Additionally, consultations with an obstetrician-gynaecologist were listed as having been provided to male patients.
Furthermore, cases were established of medical care being provided without appropriate specialist certificates and permits.
WHAT CRIMINAL CASES ARE BEFORE THE COURT
Two criminal cases related to violations in the use of state funds are pending before the court.
One concerns the embezzlement of funds totalling 62 million tenge, and the second concerns causing damage to the state of 41 million tenge through illegal entrepreneurship in the medical field.
WHAT MEASURES HAVE BEEN TAKEN
Based on the acts of prosecutorial supervision, work has been carried out to eliminate violations, obtain permits, and bring those responsible to justice in the manner prescribed by law.
As a result of the measures taken, damage amounting to over 100 million tenge has been compensated to the state.
