The investigative authorities have completed an investigation into a case related to the possible unlawful obtaining of funds in the compulsory health insurance system. According to the investigation, the director of private dental clinics may have entered services into the medical system that were not actually provided to patients.
HOW CONTRACTS WERE CONCLUDED WITH THE HEALTH INSURANCE FUND
As reported by the Financial Monitoring Agency (FMA), the director of private dental clinics concluded contracts with the Non-Profit Joint-Stock Company 'Social Health Insurance Fund' (SHIF) for the purchase of medical services amounting to over 450 million tenge.
According to the terms of the agreements, the clinics were to provide citizens with emergency and planned dental care within the framework of the Compulsory Social Health Insurance (CSHI) system.
WHAT THE INVESTIGATION'S VERSION OF EVENTS IS
According to the investigation, the suspect organised the entry of deliberately false information into the medical information system 'Damumed' regarding supposedly provided orthodontic care.
As noted in the investigation materials, these services were not actually provided to patients.
To make such entries, the investigation alleges, the user accounts of doctors and the personal data of minor patients who had previously visited the clinics were used.
In total, the investigation identified 4,597 unconfirmed cases of orthodontic care provision.
WHAT DAMAGE HAS BEEN ESTABLISHED AND WHAT HAS BEEN SEIZED
According to the FMA, the amount of damage caused amounted to 66 million tenge.
By court order, a seizure was placed on:
- bank accounts amounting to 23 million tenge;
- dental equipment worth 29 million tenge.
During the investigation, the suspect partially compensated the damage — 11 million tenge.
WHAT PREVENTIVE MEASURE HAS BEEN TAKEN
The court has imposed a preventive measure on the suspect in the form of house arrest.
Recall, on 4 March it became known about the detention of the former director of the branch of the Non-Profit Joint-Stock Company 'Social Health Insurance Fund' (SHIF) for the Zhetysu region, Ivan Samoilenko. He is suspected of taking a bribe. Samoilenko is in a pre-trial detention centre, and the investigation is being conducted by the department of the National Security Committee (NSC).
