The prosecutor's office has identified violations at sports facilities in the Pavlodar region.

The Prosecutor's Office of Pavlodar Region has inspected sports facilities in the region and uncovered embezzlement totalling 10 million tenge, illegal use of municipal property, and fictitious contracts.

The supervisory authority's inspection revealed systemic problems in the management of the region's sports infrastructure — ranging from the free use of facilities to questionable payments and staffing violations. 

ILLEGAL TRANSFER AND FREE USE OF FACILITIES

According to the Pavlodar Regional Prosecutor's Office, some sports facilities were transferred into private hands and used for commercial purposes without payment of rent.

A hockey rink in Pavlodar was operated free of charge for three years, while utility costs were covered by the budget.

FINANCIAL VIOLATIONS IN SPORTS SCHOOLS

Violations involving funds were identified in the operations of sports schools. The total amount of damage is estimated at 10 million tenge.

As reported by the supervisory authority, in one district an accountant illegally transferred approximately 6 million tenge to herself over three years.

A criminal case under Article 189, Part 3 of the Criminal Code of the Republic of Kazakhstan ("Misappropriation or embezzlement of entrusted another's property") is pending before the court.

FAKE DIPLOMAS AND FICTITIOUS CONTRACTS

Inspectors also identified staffing and documentation violations.

According to the prosecutor's office, sports organisations employed coaches with fake diplomas, as well as individuals previously convicted of crimes against public health and morality.

Furthermore, the inspection revealed contracts for athlete accommodation under which funds were transferred to non-existent lodging facilities. The damage from these incidents amounted to 2.8 million tenge.

STATE OF INFRASTRUCTURE

Separately, the authority highlighted the critical condition of sports facilities.

Most facilities are dilapidated: recording ruined stands, leaking roofs, a lack of facilities for people with disabilities, and non-compliance with sanitary and fire safety requirements.

Prosecutorial supervision acts have been issued for all identified violations to rectify them and bring those responsible to justice. The report does not specify concrete measures or deadlines for implementation.
