The Pavlodar Regional Prosecutor's Office reported the results of its supervisory activities in the area of budget expenditure for the year 2025. During inspections, illegal public procurements were cancelled, unjustified budget expenditures were prevented, and state property worth tens of billions of tenge was returned. Pre-trial investigations have been initiated based on the identified violations.
PROTECTION OF THE BUDGET AND PROPERTY
For 2025, the prosecutor's office protected the state's material interests: illegal public procurements worth 32 billion tenge were cancelled, unjustified budget expenditure of 24.1 billion tenge was prevented, property worth 6.5 billion tenge was returned, budget funds amounting to 3 billion tenge were recovered, and fines totalling 1 billion tenge were collected.
PRE-TRIAL INVESTIGATIONS AND COURT SENTENCES
Pre-trial investigations have been initiated into all instances of embezzlement and abuse of power in the expenditure of budget funds.
A former head of the construction department of the city of Aksu was found guilty by the court and sentenced to 2 years in prison for purchasing unfinished apartments for socially vulnerable citizens.
Investigations are ongoing into his predecessor and a contractor regarding the payment of 451 million tenge for uncompleted work during the construction of a multi-apartment residential building. Further details of the case are not specified in the materials.
EMBEZZLEMENT IN THE DIGITALISATION SECTOR
In the digitalisation sector, embezzlement totalling 150 million tenge was uncovered, including expenses for providing internet access to rural areas. Suspects are in custody, and the investigation is being conducted by the Pre-Trial Investigation Department of the Pavlodar Regional Prosecutor's Office.
ACCOUNTABILITY
In total, 160 individuals have been held accountable to various degrees, with convictions handed down against 11 people. Supervision to protect the state's economic interests continues.
