In Kazakhstan, 20% of heads and deputies of medical organisations providing maternity care, children's hospitals and ambulance stations did not achieve the pass mark at the first stage of certification. As of 2 November 2026, 235 people had taken the test.

WHAT ARE THE PRELIMINARY RESULTS

According to the press service of the Ministry of Health, the first stage of certification — testing — has been under way since 14 October 2026. By 2 November, 235 people had taken part, which is 72.1% of the total number of heads and deputies subject to certification.

188 participants (80%) passed the test successfully. A further 47 people (20%) did not achieve the required number of points. Among them are 25 heads and 22 deputies.

At the same time, 27 people did not appear for testing.

IN WHICH REGIONS WERE MORE NEGATIVE RESULTS RECORDED

The largest number of participants who did not achieve the pass mark was recorded in Akmola, Mangystau and Kostanay regions. These three regions account for 55.3% of the total number of negative results.

In Astana and Pavlodar region, all participants passed the test successfully.

The distribution of results for each of the remaining regions is not provided in the data presented.

WHAT HAPPENS TO PARTICIPANTS WHO FAILED THE TEST

According to the Rules for Certification of Professional Competence, participants who receive a negative result are not admitted to the next stage — the interview. They may undergo repeat certification after six months.

WHO THE CERTIFICATION APPLIES TO AND WHEN THE RESULTS WILL BE SUMMARISED

The certification applies exclusively to heads and their deputies in medical organisations providing maternity care, children's hospitals and ambulance stations.

The review covers the management personnel of these institutions. The organisation of the work of medical organisations, internal processes and the provision of medical care depend on their decisions.

CONTEXT

Questions about medical organisations in Akmola region and personnel decisions in the regional healthcare system have been discussed before.

In particular, the appointments of heads of Zerendinskaya district, Stepnogorsk city and other hospitals became the subject of public discussion. On social media, attention was drawn to the professional background of certain appointees.

Particular attention had previously been drawn to Stepnogorsk multidisciplinary city hospital. In 2024, its accounts payable exceeded 704 million tenge, after which the regional authorities instructed that the situation be placed under special control.
