The Prosecutor's Office of the city of Ekibastuz succeeded in returning special vehicles worth over 235 million tenge to state ownership. The assets were seized due to the untimely registration of property rights.
WHY THE VEHICLES WERE SEIZED
According to the Prosecutor's Office of Pavlodar Region, in 2024, assets with a total book value of 5.34 billion tenge were transferred to the municipal ownership of the akimat from Ekibastuzteploenergo LLP.
However, the local executive body failed to ensure the timely registration of property rights for 21 motor vehicles. As a result, within the framework of civil law relations, the vehicles were seized under 82 enforcement proceedings.
HOW THE ASSETS WERE RECOVERED
Following the intervention of the supervisory authority, the akimat carried out claims and legal work. Documents confirming the registration of property rights were presented in court.
The court lifted the encumbrances, and the vehicles worth over 235 million tenge were returned to state ownership. The prosecutor's office noted that they will be used for the municipal needs of the city.
WHO OWNED THE COMPANY
Previously, 100% of the shares of Ekibastuzteploenergo LLP were owned by Central Asian Electric Power Corporation JSC (CAEPCO), associated with entrepreneurs Alexander Klebanov and Sergey Kan.
The transfer of the enterprise to the ownership of the akimat was completed in August 2024. The value of the transaction was 200 thousand tenge.
CONTEXT
The transfer of the assets of Ekibastuzteploenergo LLP to the akimat followed an accident at the Ekibastuz Thermal Power Plant at the end of November 2022. At that time, 149 apartment buildings, 114 private houses, and 15 social facilities were left without heating.
The decision to transfer the heating networks to municipal ownership was made to ensure the stable operation of the heat supply system.
