MAEK committed violations worth 1.4 billion in public procurement

The Mangistau Region Prosecutor's Office has identified violations in the conduct of public procurement in the activities of MAEK LLP (Mangistau Atomic Energy Combine) in the amount of 1.4 billion tenge

According to the press service of the department, the enterprise, based on a technological failure report, unjustifiably concluded a public procurement contract from a single source by direct agreement with RTEX LLP.

"It was established that the said report was drawn up in violation of the approved Rules, which provide for its preparation in the event of accidents and failures of the 1st and 2nd degree (Rules for the Investigation and Recording of Technological Failures in the Operation of the Unified Electric Power System, Power Plants, District Boiler Houses, Electrical and Heat Networks, approved by Order of the Minister of Energy of the Republic of Kazakhstan dated 20.02.2015 No. 121)", the statement reads.

It is reported that there were no emergency situations at the enterprise that could have served as grounds for concluding a contract from a single source. 

As a result, the court invalidated the technological failure report and the public procurement contract. Thus, the department prevented the inappropriate expenditure of budget funds in the amount of 1.4 billion tenge. 

As a result, those responsible were brought to disciplinary responsibility. Several managers were dismissed from their positions. 

Recall that in July 2023, an accident occurred at the MAEK thermal power plant. The cause was a sharp increase in boiler feedwater. As a result, part of Atyrau was left without electricity, and at the Atyrau Oil Refinery (ANPZ) , the plant's processing units were shut down in an emergency. 

Later, President Kassym-Jomart Tokayev took personal control of the situation that arose after the accident at the ANPZ and MAEK.
