In Almaty and seven regions of Kazakhstan, the targets for sorting, processing and disposal of municipal waste have not been met. To develop the necessary infrastructure in these regions, 23 projects have been announced, including the construction of sorting and processing facilities, as well as the purchase of specialised equipment.
WHICH REGIONS ARE LAGGING BEHIND ON INDICATORS
According to BES.media, the established targets were not met by Almaty, Akmola, West Kazakhstan, Zhambyl, Kyzylorda, North Kazakhstan, East Kazakhstan regions and the Ulytau region.
At a press conference at the Central Communications Service (CCS), Deputy Minister of Ecology Zhomart Aliyev confirmed that in a number of regions the volumes of waste sorting and processing remain low. One of the problems identified was the shortage of sorting lines and waste processing enterprises.
HOW MUCH HAS BEEN ALLOCATED FOR INFRASTRUCTURE DEVELOPMENT
As Zhomart Aliyev reported, back in 2024 a programme was launched to finance the construction of waste management infrastructure and the purchase of the necessary equipment.
For these purposes, 185 billion tenge was allocated from utilisation payments. The funding is directed towards developing systems for the collection, sorting, processing and removal of waste.
WHICH PROJECTS HAVE BEEN ANNOUNCED IN THE EIGHT REGIONS
According to data from JSC "Zhasyl Damu", 23 projects have been earmarked for the eight regions: ten for waste sorting, eight for processing and five for the purchase of specialised equipment.
The distribution of projects is as follows:
- Almaty — two waste processing facilities and the purchase of special equipment;

WHAT INDICATORS DID THE AUDITORS IDENTIFY
Earlier, the Supreme Audit Chamber (SAC) established that Kazakhstan had failed to meet its plans for the processing and disposal of municipal waste for three years in a row.
According to the audit data, the dynamics of the indicators were as follows:
- 2023 — 23.9% against a target of 27%;
- 2024 — 25.9% against a target of 30%;
- 2025 — 30.69% against a target of 32%.
At the same time, by 2030 the share of waste processing and disposal is planned to be brought to 40%.
