The Financial Monitoring Agency (FMA) is investigating a case against the head of several construction companies, Moldir Suyunshali. She is suspected of large-scale fraud in attracting citizens' funds for the cottage village project Nura Elite in Astana.
WHAT IS KNOWN
The investigation covers the period from 2021 to 2024. The investigation believes that citizens' funds were raised through controlled companies under the pretext of constructing the Nura Elite residential project.
The project involved the construction of 37 cottages and 24 townhouses. At the time the information was released, the townhouses remained unfinished: only the building frames had been erected. The completion of the facilities was planned by the 4th quarter of 2023.
HOW MANY PEOPLE ARE RECOGNISED AS VICTIMS
According to the FMA, 56 people have been recognised as victims. The total amount of funds raised amounted to 3.9 billion tenge.
According to the investigators, 322 million tenge was transferred to the accounts of Moldir Suyunshali herself, her husband, and her mother. Another 145 million tenge, according to the agency, was cashed out.
WHAT EPISODES ARE CITED BY THE INVESTIGATION
The investigation reports a case of double-selling one of the properties. According to the FMA, a fully paid-for cottage was used as collateral for personal obligations, after which the property was re-registered to third parties and subsequently resold multiple times.
Contracts were concluded with buyers that effectively provided for the transfer of rights to land plots, while the legal basis for disposing of them, according to the investigation, was absent.
ANOTHER PROJECT IN ASTANA
Part of the investors' funds, according to the investigation, was directed towards the purchase of a land plot in Astana for the construction of the "Asylkhan" residential complex.
No permits for construction existed. However, through the charitable foundation "Biz Birgemiz" of Perizat Kairat, the handover of an apartment to a needy woman was announced in the media. In reality, construction of the complex never began.
WHAT PREVENTIVE MEASURE HAS BEEN TAKEN
The court has approved a preventive measure of house arrest for Suyunshali. The investigation is ongoing.
